R.W Bro V.M. Bali was born on 1st March, 1929 in a respectable family of Mohyal Brahmin’s bearing the Title of “RAIZADAS” in Jhelum, now a part of Pakistan. He completed High School Education and joined College for Higher studies in Pakistan. Studies were, disrupted due to disturbances in the wake of partition of the country.  After suffering the trauma of Partition he migrated to India and graduated from the Punjab University and completed his education in the field of Interior Decoration & Architecture from London. 
 

He started his professional carrier with the British High Commission looking after the furnishing & architecture work of all the British Properties including their offices located throughout South East Asia for 35 glorious years In recognition of his meritorious and dedicated services the Queen of England bestowed upon him the prestigious honour of ‘BRITISH EMPIRE MEDAL’.  
 

He saw the light of Freemasonry in the year 1973 when he was initiated in Lodge East and West NO. 127. He occupied the Eastern Chair in his mother lodge in the year 1980.  
 

He has held many prestigious ranks and positions in the RGL of Northern India including those of ARGM and the Dy RGM. Considering his administrative and leadership qualities he was appointed as the Regional Grand Master during 1995-1997. 
 

He has also held many prestigious ranks and positions in the Grand Lodge of India. He holds the rank of P. Dy. Grand Master and has served for two years each as President of The Grand Board of General Purposes and Chairman of the Financial Committee. He is the Grand Representative of the Grand Lodge of Arkansas near to the Grand Lodge of India. 
 

R. W. Bro. V. M. Bali was exalted in Chapter Sunder Heera No.40 and has held various ranks in the Regional Grand Chapter of Northern India as well as in the Supreme Grand Chapter of India. He was the Grand Superintendent Northern India and holds the past rank of Second Grand Principal in Supreme Grand Chapter of India. He is the Grand Representative of the Grand Chapter of New Mexico near to Supreme Grand Chapter of India. 
 

He has also been active in Mark as well as in Royal Ark Mariners Degree. He was the Regional Grand Mark Master (NI) and presently holds the past rank of Deputy Grand Master in Grand Lodge of Mark Master Masons of India and SRAM Grand Officer. 
 

True to his commitment he devoted full time to work for the growth of free masonary. On laying the first brick he vigorously took up the project of Masonic Public School and ensured completion of the Ground floor level during his tenure and saw the School functional. He introduced Area meetings at various masonic centres and to bring efficiency Ritual working competition was made mandatory. Lodges were encouraged to take up local charitable projects. At a trying time, when freemason of some lodges were pulling and pushing in different directions he tried to bring about cohesion, calm and orderliness by paying personal visits to these lodges, helping them bring unity.  
 

R. W. V. M. Bali’s zeal and enthusiasm for Freemasonry, coupled with his vast administrative experience and charismatic personality, has contributed in no small measure to the development and advancement of Freemasonry, particularly in the Northern Region.  A very dedicated and loving man, a friendly person and certainly a committed and devoted Freemason, he has, by his exemplary character and behaviour motivated his officers and the brethren to practice and demonstrate the distinguishing virtues of Freemasonry.   
 

In recognition of his yeoman and meritorious services rendered to the cause of Freemasonry in general and the Grand Lodge of India in particular, I Justice Devinder Gupta M.W.the Grand Master, O.S.M. has been pleased to award him the Grand Master’s Distinguished Order of Service to Masonry. On this occasion, the Grand Lodge is pleased to present this citation at New Delhi on 7th day of the month of February, 2009.
